The prize-winning competition design for the regulation of the areas around the National Stadium was based on the following assumptions:
- The need to respect the existing urban development and natural values;
- The surroundings of the National Stadium viewed as an element of a green complex stretching from Park Skaryszewski to the Vistula;
- Connection of the Stadium with the surrounding urban development areas in the form of a “green valley” park - a place for events and initiatives that will stimulate social life;
- Treatment of Zieleniecka Street as a street of a park nature linking instead of separating the park areas it intersects;
- Creation of a strongly defined area of an urban character along the railway line, in opposition to the free and open form of park arrangement and location of enclosed structures within it;
- Spatial organisation of the Targowa, Grochowska, Zamojskiego and Zieleniecka intersection area - integration of the existing development of that area of the Praga district with its planned centre in Port Praski;
- Concentration of an urban service programme based on the space of streets and a square combined with the location of key public transport stations and stops;
